Hmmmm, I have totally different advice except, You measure wax when it is flaked.

I have been making and selling candles for 34 years off and on. The only wax I use now is Soy. It is non-toxic, unlike paraffin which releases known carcinogens when burned. It also has a superior scent throw. 

The supplier I buy from says that you should use no more than 7% fragrance. I am not into precise measuring or math, but isn&#039;t that about 2 1/4 ozs. for 2 pounds of wax. Maybe you just didn&#039;t use enough. I smell the fragrance then I pour it into the wax a little at a time until I can no longer smell the wax. Some take more....some take less. I do not add fragrance until the wax cools to at least 120.

The quality of supplies varies a lot from one supplier to the next. You may not be able to afford the most expensive, but you should stay away from the cheapest too. If you want great candles you need to use great supplies. Over the last two years I have bought all of my supplies except containers from the same company. It is a network marketing company but you do not have to become a network marketer to buy supplies.
